Benjamin Diokno

enjamin Diokno has played a valuable role in National politics for many years. He was the Secretary of Budget and Management of the Philippines from 1998 to 2001, during Estrada’s presidency. His first major reform during Estrada’s presidency was the WYSWIG (What You See Is What You Get) policy which allowed agency heads to immediately plan and contract projects by just looking at the General Appropriations Act (GAA) online without having to wait for the issuance of an allotment authority. Diokno also secured technical assistance from the Canadian International Development Agency (CIDA) to help the government procurement system (GPS) develop an electronic procurement system along the lines of the Canadian model. His reforms greatly improved the efficiency of government services. During the Aquino Administration, he provided technical assistance to several major reforms, including the design of the 1986 Tax Reform Program. Diokno is currently a professor at the University of the Philippines School of Economics and is a columnist at Business World.
